A Guide to Improving your Manuscript
When you have completed the major part of a manuscript and
have garnered positive comments from friends whose opinions
you respect, you’ll have a good idea of the substance
of the work. Now is the time to make refinements, but you need
an ordered list of issues that need attention. You’ve
expended a lot of energy, and now is the time to work efficiently
on improvements. You need focus.
This is the time to get a considered evaluation from a professional
editor.

Reports, but the advice is given in greater depth.
